To give another user permission to edit a video in Panopto, you must change the permissions on the folder it's stored in.
We typically recommend making folders dedicated to specific projects. That way, you can add collaborators for those projects and not change the list of who can edit.

Share a folder with Creator Access
Select the Settings cog from within the folder. (This one I'm using as an example is in a location I made called My Folder > Shared > Testing.)
FYI, you can also do this from the Browse menu by right-clicking on the folder and selecting Settings.
Navigate to the Share tab.
By default, the permissions for other users are inherited from My Folder. I want to set specific permissions for the Testing folder rather than having it inherit, so I'll select Change.

Select Stop Inheriting.
Type in the email of the user you want to give edit permissions to and select them when it auto-detects their ID. You can choose whether you want to automatically notify them they've been given access.
Change the permission type from Viewer to Creator on the right. (This option is only available after it's detected their ID. This doesn't work with users outside the organization.)
Once you see them in the list, you'll know that you've made the changes, and you can close the dialog.
The user will now have access to edit videos in the folder.
